This report serves as the 2025 Progress Report of the China-UK Transition Finance Workstream. Established under the bilateral China-UK Green Finance Taskforce(GFT), the China-UK Transition Finance Workstream was officially launched in 2025. The report reviews policy and market developments of transition finance in China and the United Kingdom, systematically outlines the Workstream’s operational outcomes, bilateral exchange activities and research and practical progress since its inception, identifies common challenges hindering the development of transition finance, and puts forward corresponding policy recommendations.

The report compiles more than 30 transition finance case studies from China and the UK. These cover innovative practices in policy standards and incentive mechanisms; transition finance business cases spanning transportation, construction, manufacturing, agriculture, energy and other sectors; progress cases on the development of internal transition finance frameworks and governance mechanisms of financial institutions; as well as representative research outputs. It showcases innovative explorations by regulators, financial institutions and market participants of both countries, provides references for the advancement and collaboration of transition finance in China and the UK, and contributes to global low-carbon transition and sustainable development.
